As states organize themselves, they create their own statutes and regulations. Federal constitution guarantees that a state will have a representative government. The legislature creates a delicate to the executive branch. For every state, the state legislature passes laws which are statues because they apply to everyone in the state. Legislatures creates laws and agencies to execute those laws. When we talk about law we talk about statue and regulation.
