There is an outline from the constitution on what the court should look like. Section 1 says there will be two sentencing laws. The supreme court will follow all laws underneath it. We know what types of cases the court will hear. The new congress comes in, and they have a lot of new things to do. Those things include the bill of rights, finding money, and create third branch. The constitution doesn"t create the third branch, and only says that congress can create it. The first thing they start working on is the judiciary act of 1789. They decide they are going to respect state lawyers for federal trial courts. Federal trial courts will be organized by state and are called district courts. District courts will have judges who will have to be residents for the state they are going to serve. There is no national job search for district court judges (trial court judges)
