California gives nice stats and has a population of 37 million people. It has its own geographical jurisdictions and hierarchical jurisdictions. There are 58 trial courts, 6 appeal systems, 1 supreme court. State court deals with 12% of the world"s population. There are more judges in the state system in california than there are in the federal level. State courts are innovative because they have to respond to issues occurring in the world at a much faster rate than legislatures, executive branches, and federal government. Language is an issue in the state of california because there are over 150 languages spoken. 44% of california residents speak a non english language at home. You"ll need an interpreter to hold a trial. You need a mechanism for people to understand. You can"t have a juror on a trial who doesn"t have english as their first language. Language certified court interpreters are certified in 15 languages, including sign language.
