Chapter 3 rise of the child saving movement (january 27) The child-saving movement was the catalyst for the juvenile justice system as it is today, and was instigated by middle class reformers trying to save lower class youth and impose state-sanction rules against certain behaviors. The stage was set for the reform movement to operate: The u. s. developed an image of reformers as doctors rather than guards. Crime research in the u. s. by doctors helped to shape a therapeutic approach to prisons and reformatories. The u. s. "s own charles cooly was one of the first sociologists to offer that criminal behavior depended as much on social and economic circumstances as it did on inheritance or biological traits. By the late 1890"s, most correctional administrators had abandoned biological or hereditary theories of crime. It became the general consensus that criminals were abnormally conditioned by a multitude of biological and environmental factors.
