You"re looking at the real actors this way. War is a product of domestic mistakes: public opinion. The range of views held by the citizens influences policy. There are different types of public opinion: fundamental. This is a very long-term form of public opinion. Americans have supported free trade and democracy for generations: short-term. Does it matter what i think, or does it matter what my senator thinks: mass public, state. For example, they are much more likely to win wars. It"s also said that democratic leaders are less likely to back down. The people want consistency, and the people are why you"re in power: major power. Major powers are much more likely to go to war. This is partially due to the military strength but mostly is a result of having global interests. For example, america has stakes in a lot of the regions of the world: geography.
