Connect the welfare of their institution w welfare of ppl: once in power, both follow similar policies (promote centralized modern bureaucracy, secularism, linear progress, social engineering, rapid economic development) In essence, both are chief competitors 4 power after war: main themes. Post-war sea can be divided into 2 blocks: radical & conservative states.
