Document Summary

To understand presidential power, you have to know how skillful and persuasive the president is, which also depends on how popular they are. Their power is contingent on aspects of their personality. But howell looks at the president as an institution, not a person, because they have institutional powers regardless of their personal attributes. Executive orders are second choice, because passing legislation can only be reversed by the next president going through the legislative process, while executive order can just be undone unilaterally by the next president. Presidents will be more likely to push big or controversial executive orders when they have congress of opposite party. Congress cannot overturn executive orders, but they can pass legislation to remove funding or something to make it difficult or impossible to carry out the order. Regulations, also called rules, are policies issued by executive agencies authorized by previous legislation.
