Speaker of the house controls the schedule: way to bring a bill to the floor in defiance of speaker of the house or committee chairman. Direction to move a particular bill to the floor; if there is an absolute majority (218 members sign the petition) it is presented to the leadership and the bill must be brought to the floor.
