Under closed rule, as long as the bill is just inside the indifference point for the median voter, it will pass, because they prefer it to the status quo. In senate majority party leader cannot dictate whether or not amendments can be proposed and how long debate will last. Importance in the ability to cut off debate. Not used very much until fairly recently, when civil rights bills came along. Division within the democratic party when southern senators began filibustering civil rights legislation. Does not always have to be used for legislative reasons.
