Create a constancy of purpose: everything is directed at the purpose of the system, changing the target can be hard and can require major changes, make the purpose general, what is not a purpose. You can have 100% of a market with no sales, if no one wants the product. You could have 1% of a market with a lot of sales. Percent of market share is not a measure of how well you are doing. Adopt the new philosophy: agreement or compliance may not be enough, commitment is stronger than compliance. Commitment you do it because it is the right thing. Compliance you do it because you benefit from it or receive some reward for it. Ex: family owned business people work for the better of the family, rather for just themselves. Cease dependence on mass inspection: there are cases where inspection is required. Example: lvad should be inspected before implanting device into patient: inspection is imperfect.
