An introduction to u. s environmental law and policy by kubasek. Free riders are the problems of the environmental movement. They want clean air, clean water, and a clean environment, but they don"t want to pay for it. Without government regulation, no one would pay to keep the environment healthy, and it would degrade. Congress thus enacts the environ- mental laws that provide the frame- work for our environmental policy. The epa then establishes administrative regulations that provide the fine details for carrying out the broad goals established by congress. There are several techniques that can be used to better the environment. Tax subsides and incentives for green buildings and systems, or high taxes on harmful goods are two options. The government is slacking off, so state government and citizens need to take the lead in addressing environmental concerns, especially the problem of global warming.
