Not simply saying no, but having the power. Institutional powers are powerful not because people exercise them, but because they exist. Alter behavior ahead of time, they know how the president may respond, and perhaps veto it exercising a power too much can put the power in danger. Power that the president has is the ability to suede people. Myth that the president tell people what to do if the pres tells his cabinet to do something, they will do it. Most other people fear the president if he is popular, and do not fear him if he is not, but they do not have to do what he says: therefore he has to persuade people. The power to persuade national office/attention he needs to convince his own party of his beliefs: excite people (felloe politicians and leaders, party activists and officials outside washington.
