Imf is neutral because it doesn"t favor any states; it favors all states equally. Even if imf doesn"t favor any states specifically, it can still favor some economic policies that benefit some states more and some states less. Gould looks at powerful actors from the private sphere rather than powerful states; like private financiers, banks, financial institutions.
