French government takes over production of coal and steel and placed under a common high authority as a first step in the federation of europe. The ecsc started in 1952 very supranational. But it was a gradual plan: step by step problem solving, active european elite, large ambitions. European economic community: key policies include customs union, external trade policy, competition policy. Customs union: no tariffs within the members of the customs union, and the same trade rules for all the countries outside.
