Internal vs. external evaluators: often an external evaluator is required to ensure that the evaluation is as objective and as impartial as possible; this is the case with many grants and large projects. Internal evaluators are selected within an organization and responsible to that organization; external evaluators are selected from outside an organization and typically responsible to the funding agency; sometimes there are both internal and external evaluators. Outside evaluators may be viewed as uninformed or even as a potential threat by the program or project; internal evaluators may be reluctant to report things that might be viewed as overly negative. Personal note: it can be a challenging job to be an evaluator. You have to possess a rigorous skill set, not just great people skills. Other skills that an evaluator needs includes superb communication skills, negotiation skills, honesty, ability to maintain ethical standards, adaptability to new environments; being a fast learner, staying very organized the list goes on.
