State of nature > civl society > form of government. If your form of government is dissolved, you go back to a civil society to which you must. Civil society must be composed of unanimous agreement/consent. Says that the progression from a civil society to a form of government need only a majority. Says this is one of the problems for hobbws - sovereign is in charge of all disputes hence theres none to solve disputes between the sovereign and anyone else. Locke says that no matter what role you play in governemnt, anyone can solve anyones disputes in the government. Locke says that for hobbes, bc of this everyone remains in a state of nature with respect to the sovereign. Locke says hobbes puts himself n a state of nature with someone else so how does that make sense? decision someone claims that theres a breach in the moral law try to seek reparations.
