spending can happen.
When you can start elections.
-constant campaign. For Congress, especially for house members, always up to re-election.
-obamas re-election campaign started very quickly after 2008 election. Part of the reason he
won.
Election Mode:
1. First past the post
a. Just need majority. Encourages 2 party system.
2. Proportional representation
3. 2 round system
a. Round 1 vote for whoever. Top 2 candidates run off. Can vote with heart first.
4. Ranked voting
a. Can rank candidates. Rank your top candidate and then your next choice.
Some places can just call an election just 60 days prior.
Direct democracy: national level we do not have this.
-referendum: legislature puts measure on the ballot for voters to consider
-not at national level, but at some states.

Benefits of direct democracy: legitimizes a measure or law, educates the electorate, usually increases
turnout, can allow citizens to bypass legislature if legislature is not following will of the people, makes
the legislature more responsive
