For a state to function effectively, it needs to know and be able to read who the population is and what is going on in the local communities. Census - government tries to get an accurate count of who is in the country. How many seats there should be in congress. If you don"t know where everyone is living, you could allocate resources ineffectively. Migration (internal) - extremely common, particularly in less developed countries. People in rural areas stay in those areas when it is busy there, they go to the city when they are not busy in the agricultural sector. This is good for the population and economy! Because people move around a lot, census numbers don"t perfectly reflect where people are living. College towns have a hard time counting how many people they have. Good for families - diverse source of income. If there is bad crop one year, you are making money in your other job.
