Instilling fear in the general public (e. g. random violence against weak targets) That reaction against dissident cause to paint government as bully and arouse sympathy for the group. Terrorism is immoral, but not senseless as it does have an ultimate purpose. To state there is not is to engage in sophomoric moral relativism . One must soberly evaluate the tactics, not the stated aims of the terrorist groups.
