Anti-federalists(republicans): decentralized government, many didn"t want federal judiciary, wanted to be self governing. Constitution says that states with have their own judicial systems and there will be a federal supreme court. In first congress, the federal legislature created the federal court system which led to judiciary act of 1789: judiciary act of 1789. Triumph for anti-federalists, federal courts deal with certain cases, and state courts deal with entirely different cases. Division of labor: federal courts: rules of constitutionality of state and federal laws.
