100% to 400% get federal subsidies in states that didn"t expand. Half of the non-elderly uninsured are eligible for financial assistance. Cut funding for navigators (help people sign up for the exchange). More people who qualify for federal assistance not getting health insurance when they could afford it. 89% of the coverage gap is in the south. (texas, florida, georgia, north carolina) These states have a disproportionate amount of blacks. Greatest percentage is of whites (half of them) Half of the people are in good health. Half are in the agriculture or service sector. Half are in companies with <50 employees, 40% with 100+ employees. Non-expanding states had increased state medicaid spending while expanded states had decreased costs. (new patients of expanded states are fully covered by federal government. ) People who go to the er in expanded states are covered by the fed gov while the state has to cover the people in non-expanded states.
