Medicaid did about as well with uninsured people. People with medicaid might not have the time to go to the doctor. Adults with medicaid were poorer and sicker than low income adults with private health insurance. Increased likelihood of not having a usual provider. No incentive to enroll kids when they"re not sick. American culture: don"t like to accept welfare, embarrassed. System may not be very supportive of trying to enroll everyone eligible. Staff dedicated to outreach, education and enrollment assistance. Educate individuals about specific benefits and overall enrollment process. 1954: tax exclusion on health insurance benefits from employer. Regressive benefit: richer people are being subsidized more than the poor. Moral hazard: people will buy more insurance than they need. Information asymmetry (one party has more information than the other) You know you smoke or drink which may lead to greater health care usage but insurance company might not.
