Framework to resolve disputes without force and results are acceptable for most of society. Flexible, but also maintains reasonable degree of certainty: assumes decision maker, i. e. legislature, agency or court. Not black and white vague and variable. Decisions reached based on: fundamental notion of fairness, custom or history involved, command or a political entity, balance between conflicting societal interests.
