Pharmacy law framework, but pharmacists established professional strategies and good judgment for themselves to use: the nature and role of law. Law requirements, tell right vs. wrong, penalties. Framework to resolve disputes without force and results are acceptable for most of society. Flexible, but also maintains reasonable degree of certainty: assumes decision maker, i. e. legislature, agency or court. Not black and white vague and variable. Decisions reached based on: fundamental notion of fairness, custom or history involved, command or a political entity, balance between conflicting societal interests.
