Republicans: endorse devolution, giving ( returning ) powers to the states. Constitution created system in which national government supreme. Powers not delegated to us by constitution, not prohibited by it to the states, are reserved to the states respectively, or to the people. Exclusive powers: given to national government that states may not use. Implied powers: either state or national governments may use taxing/borrowing money. Commerce clause: gives congress power to regulate commerce (activity of buying or selling) with foreign countries, among states, and among indian tribes. Allowed federal government to establish a national highway system.
