General law vs charter cities - still subordinate to the state. Reform model - reaction to spoils system in late 19th century. Other features: non-partisan ballots, at large elections, overlapping terms, referendum, petitions, and recall. Focus on maximum representation of various community interests. Other features: partisan elections, ward representation, co-term council, large council. Criticisms: focus on the issues of the affluent, difficult in larger cities, faith in the bureaucracy. Praise: focus on the issues of the disadvantaged, responsive to diversity. Criticism: a risk of capture by interests (spoils), gridlock or inefficiency can be an issue. Legislative and executive authority with the council - mayor shares power. A weak mayor can lead to ineffective bureaucratic management. Council has power over admin, appointments, policy, and budget.
