Normative: the concept of what bureaucracy should be: weber"s were normative. 1- hierarchy: reporting done through chain of command. >tall organization vs flat where one person is above many others. 2- division of labor: specialization, specification of jobs with detailed rights, obligations, responsibilities, scope of authority. 3- centralized decision making: tall organization. 4- relatively closed system inputs-> throughputs->outputs back to inputs. 5- codified rules: rules are written down and they can be taught, everyone knows the rules and they"re stable and easily learned. 6- authority is dominant type of power: the authority that comes with the position gets people to do things, broader. 7- especially rational- legal authority: it doesn"t matter if you don"t like the person, because of their authority, you listen to them.
