In terms of implementing modernization, he believed elites needed special assistance to help create wealth for the country. Scientificos belief that poor people were poor because of scientific reasons and that rich people were rich because they worked hard and were cultural superior. To get loans, he established projects where if foreign investors gave him money they would get land in return. This land was held by mexicans already so he had to get those people off the land. To attract investors who make factories in the cities and develop silver & gold mines, he had to take away labor rights of the workers. It was a very exploitive system: he was able to do these policies because he was president and a dictator but also because he had the federal police who were much more powerful and equipped than the state police. Anyone who didn"t support his policies would be punished very harshly.
