Rank and appointed positions given to those in power- each lord assigned two different counties. Local gentry/landlord ruled counties - used centralized law and sent out court officials to go preside over different counties. Ruler above the law; does not need to follow regulation of law. Successful merchant - instead of investing in things, invest in rulers. Became the biggest supporters of the young political future - supported.
