Homicide rate increases after start of drug war. Murders attributed to drug trafficking rise while other murders drop. Places where there are territorial conflicts with trafficking routes. Less violence, less weapons, no private army (who could turn on you) Rather bribe politicians, get them on their side, gain access routes with no violence. Cartels before the 1980s smaller, shipped weed and small amount of heroin. Links to cartels in colombia (medellin, cali) Pri: power flows down from elected, tell their underlings to turn a blind eye bribes. Democratization = loss of stability, multiple parties at different levels ( juxtaposed government ), people can get voted out, more people to bribe. Leads from shift to bribery to violence. Violence is highest when a new person is put in power because it is hard to bribe all the new people. Fragmentation of cartels private armies turning against you, more fighting. Violence increases because of the war on drugs itself (after 2006)
