Responsibility for preparing an initial draft of the budget is shared by the governor through the governor"s office of budget, planning, and policy (gobpp) and he legislature through the lbb. The governor is the chief planning officer of the state. Recommend appropriations for all agencies of state government. Chaired by lieutenant governor: vice chair is speaker of the house, other members include the house of appropriations committee, House committee on ways and means, the senate finance. Committee, senate state affairs committee: two additional members are chosen by the lieutenant governor and speaker of the house from the senate and house of representatives. Lbb appoints the budget director who brings together budgeting requests from the various state agencies and prepares appropriations bill for them. Responsible for evaluating agency programs and developing estimates of the probable costs of implementing legislation introduced in a legislative session.
