Has to be small enough to be well-governed. Small communities are useful: the good are easily noticed, the bad are also easy to notice, nobody can hide, vices and virtues are readily apparent. This community should have similar interests: moving towards shared goals. Law doesn"t change very much: should be seen as holy and venerable, very stable, foundation of good community. Healthy and modest women that rule the household and teach good mores. Note that community was missing in locke, where as it is a common theme in rousseau. Certain natural things man has to deal with. Self-preservation, nature does not make it easy for us. People start reflecting on things, develop abstract ideas: as neighbors live amongst each other, they grow closer together. The young generations intermarry, get close to one another. However, they also start to develop preferences. Jealousy begins to grow and cause problems.
