Invoke cloture to stop a libuster, closes debate and brings it to a vote: no rules committee, unanimous consent agreement (uca, majority leader & minority leader are main people bargaining with each other, party polarization. Nominate scores - ideological scores of members of congress. Partisans have moved further away from each other, less cross over between them. However, american public hasn"t truly had this same polarization. Group of people who may share some similar ideas who want to get elected. Parties want to govern, goal is to get a majority. Important consideration is to win as many seats as possible. Instead, they have individual policy preferences: fiorina argues there is a disconnect in representation in congress, descriptive representation, substantive representation. Member of congress (mc) votes/acts the way his constituent would act.
