The second one 1935-8 has the first entitlement program which is a bill that passes through congress to the president and entitles certain groups of people to benefits. Recovery objectives of the first deal: restore confidence in the american banking system so people deposit. He is very successful with this: everyone working for herbert hoover before fdr were intelligent sons of wealthy white men. They had designed plans to help banking that hoover denied. He just talks to the american people: banking act of 1935, if the bank loses the people"s money, they will replace it. A lot of people are involved in insider trading, the act passes: fdr needs to fix agriculture, the economy was messed up and it led farmers to dump their supplies.
