Stir up popular unrest to push though laws that the senate does not want to push through. Saturnitus and his gang are trapped in the curia by the senate. Marius was forced to arrest them (forced by senate) Had to choose between his tribune and the senate. His poor choices destroy his political career. Tear off ties and stone saturnitus and the men to death. While he is gone, he is undertaken by sulla. Sulla presents statue of himself defeated jugurtha and not marius. Moment at which the republic finally breaks. Allies were very upset fighting foreign wars and getting little in return. Lex lulia - - granted citizenship to any ally that remained loyal to rome. 89 bce - - two tribunes grant full citizenship to all of italy. Everyone was enfranchised in an attempt to end the war. Period where there is not legitimate function. Still split between marian and sullan factions.
