Home rule city-- at least 5000 population, city governed by city charter created by the actions of local citizens/ sometimes charters need citizen approval sometimes no (243 citizen) 201 population within 2 square mile area: 10% registered voters, 50% sign petition for election of city officials. Extraterritorial jurisdiction-(general law cities one half etj) city powers that extend beyond city limits, increase as populat. Do so by annexing to not be surrounded by incorporated cities, new property/sales tax, to get important politically/ more representative.
