Problems: not really defined, doesn"t say the government can"t violate you, but does say that you can violate your fellow person. What does he ask for: calls for constitution. Beginnings of strong and different ideas within the gmd. Clearly more paranoid about the disconnect within the party and without. No definition of what is disturbance of the peace, what a rebel is, etc: very squishy terms. Yet, clearly defined punishments for the squishy terms. Why put something like this out: can prosecute literally anyone they want, gives the heads of the gmd a lot of leeway. Goes really well with strong military authoritarian rule. After sino-japanese war, manchuria becomes weird place for chinese and japanese relations: japan wants control but europeans said no. What lengths did they go through to try and get it: basically make a sphere of influence and continue to have their military there even after they won.
