Mao"s personal goals and his personal political considerations seems to blind him to the human cost of his visions: a person that is out of touch with his people. Can"t be called a defeatist or counter revolutionary that"s the way people responded to what. Mao said: the chinese people didn"t know about the severe tensions in the party until much later or the sheer scale of the disaster mostly because people weren"t allowed to move around freely. 1960-1965: economic retrenchment and a general return to the pre great leap policies of pragmatism and controlled economic development: communes = radically reduced in size. Peasants were able to have a few more private plots: dismantling of rural industrial projects, the economic free fall of the country was largely stabilized by 1961. The worst effects of the famine were stopped by 1962: strict bureaucratic centralized control comes back with economic retrenchment.
