Conflict theory of deviance is about who can determine societal norms, define deviance and who can enforce them. Governments can construct deviance using the data it collects which they reassemble: everyone can be shown to be deviant in some form when large-scale surveillance is underway. Those who protest social injustice are targeted most often. Panopticon: the logic of control, mechanism of power: even when people aren"t being directly surveilled, they can be trained to internalize the controller and act as if they are being watched.
