New nations emerge with breakups of communism and emperors. They emerge by becoming independent of a dominating power (ottoman empire) or by uniting its constituents parts (germany) Italy becomes a nation state in stages. Italy uni ed not through popular republican protests and uprising, but by laws. Before 1860, the efforts to unify italy failed. 1848 - the big one - in rome and venice - the nationalist revolutionaries were successful until local rulers and austria suppressed them in summer 1849. Garibaldi - charismatic, macho, man of action, not intellectual. Camilla benso - count of cavour - the states man, aristocrat. After 1848, revolutions from below blow over, return to status quo. 1859-1860 - cavour volunteers piedmont"s (an italian state) support to french and english. This leads to a war against austria.
