In indonesia many people were advocating for needle exchange programmes, but because money came from us taxpayer money, they weren"t allowed to give clean needles. America wants to influence the world, but scientists if let loose might describe the sort of data which show that many aids prevention programmes are based not on facts but on ideologies. Bush administration wrote to who saying that american scientists weren"t allowed to provide expert advice to international organizations unless that advice happened to parrot the positions adopted by the us administration. The porblem with aids as a development problem is that it makes is easy for many agencies and parties to take aids money. Helping unseen masses stay disease-free is less tangible than giving medicine to people who are already suffering. Prevention doesn"t deliver the same feel-good sense of compassion and it provides less photo-ops.
