The vast majority of terrorism is purely domestic. Terrorists may seem irrational in that the population considers the way they rank alternative outcomes to be unreasonable. The costs seemingly are larger than the gains to that individual and thus this does not appear to be a great strategy for achieving one"s goals. Terrorists are weak relative to their targets, which are generally states. Like insurgency, terrorism is a form of asymmetric warfare. Object of terrorism is to bypass the military - to make changes without facing the military. By attacking public, they are forcing govt to change policies without actually having to face military.
