Material wellbeing, visions, influence, human rights, anti-corruption, politics, etc. Have to think and predict what the other actors will do. Neither saddam hussein nor the us would be pleased with the outcome. Us wanted democratic iraq, pro west dictator & chaos, didn"t want anti-us government. Saddam hussein wanted either stay in power or go into exile, last option: lose a war. In order to get his best option, he had to refuse when the us told him to step down, but at the same time he risked his worst option: war. Interactions: interactions: each actor"s strategy or plan of action depends on the anticipated strategy. Two or more actors adopt policies that make them better off than they were before. Coordination: actors benefit from all making the same choices and subsequently have no incentive to not comply.
