Traditionally, policy comes from legislation, but this tells only part of the story. Think tanks have considerable influence in formulating policy ideas. Privately funded, based in a particular philosophy. Lobbyists have access to policy makers and can promote policy ideas. Organized contributors (labor unions, trade organizations, pacs, etc. ) influence policy via financial incentives. Elitist perspective says that the powerful and influential dictate policy. Pluralist perspective says everyone has an equal opportunity to participate in policy making, and policy is made through trade-offs. Refers to the placement of various groups in positions based on their power and influence. Useful for examining the relative power among stakeholders in policy. Marginalization occurs when groups from lower strata are kept out of the policy decision making positions. K&s suggest these strata exist in the us. Individuals in society"s lower strata have few ways to access power and influence decision-makers.
