It was evident there would be a war: between the cavaliers (charles) and the roundheads (parliament) The king could issue proclamations that would force men to join his army. Parliament had the militia ordinance to summon recruits: there were conflicts in the counties, by the fall of 1642, most people had chosen who to support. Some people would change sides or desert: most aristocrats and gentries were with the king. Parliament tried to collect loans and contributions from wealthier people. Tried to get war materials from the public. Weapons, ammo, clothing, food, horses: bread and biscuits and cheese, scarcity of meat, army clothing was not uniform. The junto in the house of commons tried to levy a sales tax.
