The puzzle: collective dilemmas: how do members of congress balance pleasing their constituents with making laws for the entire nation, how do re-election goals factor into their relationship. Supposed to be most powerful branch: recurring collective dilemmas. Can free ride on bills: principal- agent problems. Congress in the constitution: structure: bicameral legislature. House is the lower chamber, much larger. House members serve for only 2 years. Economic bills originated in the house: be 25 years old, citizen for 7 years, and live in the state or district they represented. Senators is smaller, serve 6 years: used to be chosen by state legislature, 16th amendment changed this, needs to be at least 30 years old, citizen for 9 years, and live in that state. The house is due to population- 435 reps: each state is guaranteed 1 member, reapportionment happens every 10 years. States now lose and gain seats for population.
