Lecture: aristotle argued that it is impossible to live in human community without politics. It is the way that people find the means to live together civilly, even with others who have different interests and values. This is of course true in democracies, but politics also is essential in dictatorial systems as well. Your book speaks of the mixture of power and choice. Both are always involved in political decisions, but governmental systems differ with regard to the relative distribution of power, and therefore choice, among the participants. Not all politicians are corrupt or even stupid. Most operate on the basis of ideals, but they must always compromise with the demands of voters and lobbyists. Sometimes the former are uninformed and irrational and the latter represent selfish interests. And sometimes the ideals become victim to ambitions for power. This often leads to the accumulation of additional power.
