Professor dicey defines federation as a political contrivance intended to reconcile national unity with the maintenance of state rights . Federal form of government has certain merits and advantages. They are as follows: a federal constitution creates two governments, one for the centre and the other for the component units or provinces. Each of these governments has a defined sphere of powers within which it is supreme and independent. National or federal government makes laws from within its own list of subjects or powers. They relate to such things which are common to the whole country. It thus preserves the unity of the whole nation.
