Most of the methods used by economists to estimate the value of human life place a much higher value on some lives than on others. If these different values of life are used in cost-benefit analyses, the analyst may be led to such conclusions as wealthy neighborhoods deserve higher levels of police protection than poor neighborhoods, or medical research on diseases that primarily affect people in the rich countries have a higher social benefit than research into diseases that primarily affect people in the poor countries. Economist Lawrence Summers (Secretary of the Treasury 1999-2000, President of Harvard University 2001-2006, Chief Economic Advisor to President Obama) set off a firestorm with this type of reasoning when he was chief economist for the World Bank. He drafted a memo suggesting that the toxic waste of the rich counties could be dumped in the poor countries, where the costs of higher death rates due to the wastes are lower. Someone, of course, leaked the memo. The infamous memo Ҁ“ along with some commentary is included in Γ’Β€ΒœThe Bank Memo." What are some of the economic and moral flaws in the Bank Memo?
