They aren’t considered renewable because they are not useable again once they’ve been turned into energy. They are also not renewable because it takes millions of years for organisms to become usable fossil fuels. On our human timescale of a lifespan, there is only a finite amount of fossil fuels that can be used. Even over many generations, there is still not enough time for fossil fuel formation to have made enough to replenish what has been used.
