Introduction

A vote cycle is defined as a circumstance in which a majority prefers Choice A above Choice B, a plurality prefers Choice B above Choice C, and a plurality prefers Choice C above Choice A. It’s simple to envisage a vote cycle with a set of governmental choices. For example, the decision between greater defense expenditure, increased public healthcare spending, and a tax reduction. Because every option is both preferable to some option and not favored to another, the outcome will be decided by the sequence in which participants propose and decide on possibilities, rather than by majority rule.
